Drawing on field observations and interviews conducted between October 2024 and January 2025 with police officials, forensic experts, community members and victims, this investigation explores the criminal methodologies, socio-economic drivers and legal constraints hampering the police response and the human impact of this crisis, concluding with recommendations combining legislative reform, integrated law enforcement, rehabilitation and community engagement.<\/p><p>The streetlights flicker in the pre-dawn darkness of Whittlesea, a small Eastern Cape town located approximately 37 km south of Komani (formerly Queenstown), where silence should mean safety.
